The Higher Education Access Route (HEAR)  is a college and university scheme that offers places on reduced points and extra college support to school leavers from socio-economically disadvantaged backgrounds who are resident in the Republic of Ireland.

HEAR is for school leavers under the age of 23 as of 1 January, who are resident in the Republic of Ireland. Mature and FET (Further Education and Training) students have their own admissions routes and should contact college admissions offices for more information. The Human Capital Initiative (HCI), a five-year project, investing €300m of National Training Fund (NTF) funding commenced in 2020. HCI aims to increase capacity in higher education to provide skills-focused programmes designed to meet priority skills needs. The Higher Education Authority (HEA) announced the launch of the Micro-Credentials Learner Fee Subsidy under the Human Capital Initiative, Pillar 3. The International Consilio Manuque Medicine scholarships has been established by RCSI Alumni to support undergraduate students who have an exceptional academic record of accomplishment and have demonstrated determination and motivation to study medicine at RCSI. The Scholarship is open to all Non-EU students who are self-funding (i.e. not attending under another scholarship programme), who have applied to and been accepted on the Graduate Entry Medicine Programme (four year) or Direct Entry Medicine programmes (five and six year tracks). Students are eligible for consideration when they have accepted their offer to attend the medical school. Applicants will be considered on academic merit and a holistic review of their scholarship application. Assessment will be based in academic and personal achievement to date and an evaluation of the students potential to become an outstanding future medical doctor. Shortlisted candidates will be invited to complete an interview as part of the application process.
